Frankly, this sucks. It's what you'd expect Julius Caesar to do. He would travel quietly with his guards to a newly conquered province, inspect and congratulate the victorious troops of the Empire, and travel back. Caesar would definitey NOT address the conquered people, as they are vasaals, not new citzens. For added impact, Caesar would make a point of visiting the conqueqed land on a date of significance to Rome, especially if the conquered people had other gods.
